You mean, Atomic Robo of the series of the same name? (Awesome series, btw).
They're similar in a lot of ways, but I think Robo's a fair bit stronger, plus he has lightning guns. HB's gun'll just annoy him, and the stone fist isn't enough to do much damage either.
