Shino and Kiba.
Shino beats Shikamaru because Shino's insects will get to Shikamaru though his shadow technique or there are just a lot of insects that will get to Shikamaru.
Kiba is faster than Choji but it could go either way.

I agree. Shino's bugs are a serious problem for Shikamaru and Choji. Shikamaru isn't the best at dodging or anything and there's a chance that the bugs will use his shadow possession jutsu to get to him. Choji is even slower and is a physical fighter so against Shino, he's screwed. adding in Kiba makes it worse as he can provide a diversion long enough for Shino to do his thing.

If Shikamaru froze Kiba or Shino, Choji could take them out fast. Without Shino, the bugs are useless. But, Shino's bugs are obviously a big threat, and Kiba's the fastest one around.
Shino & Kiba have a jutsu edge, but Shikamaru is easily the best tactician. Plus, Choji's giant mode would be hard to hurt.
Remember Shikamaru has shadow-snare kunai, explosive kunai, and a few ways to attack with shadow directly nowadays, all of which will be a threat to Shino.
