There is a lot of characters there are very hard to take down. Magneto might not be THE hardest, mind you, but he is definetely close to being there. Unbreakable magnetic forcefields for protection, while he either destroys his opponent's brain with the iron of their own blood, or expands a forcefield in their stomach in order to kill them. He is also immune to telepathy. Not many options here, huh? He is definetely VERY tough.
Lot's of characters have shields. Beneath them Magneto isn't incredibly durable.
I don't see how his offensive powers should be taken into consideration, the main question of this thread is one of ability to take punishment.

Anyone whose capable of breaking diamonds can beat Emma. If your strong enough, you could just punch a hole through her.Storm had her scared shitless at one point because she threatened to toss debris at her at incredibly fast speeds which would shatter her or something.
The thing about diamonds is that their molecular structure affords them incredible hardness but also makes them brittle. I remember seeing a video of an old school diamond cutter at work. He was a frail old man with a wooden stake and a magnifying glass and by finding the exact angle he was able to split the hardest substance in the world with a wooden tool.
