She's got superhuman stats in her new body. She went h2h with Donna Troy in the most recent Brother Blood arch and said she was her physical equal. I also recall an issue last winter where Raven was porting around bad guys like Nightcrawler and easily knocking them around.

A question first. Is the question is it possible for out military to beat the character or is it a question of 10/10 our earth takes it cause theres a big difference. I mean I could kill Captain Marvel as long as I do it before he SHAZAM's me to death. Is the character geared for a fight of conquest or is it I see the character walking in a diner waiting on his/her coffee?
If it's a potential passing by in the street then it can go as high as Donald Blake form Thor.
If It's geared for war its much more luck dependent. I would say maybe a joe fixit level hulk for bricks and for energy manipulators no higher than someone like magneto which I only say because out of all the militaries there has to be someone sneaky enough to ninja him with a plastic gun shooting plastic pellets coated in ricin.
