Hm... if Naruto were to actually hit him with Rasenshuriken it'd cause a lot of damage, but Lucci's pretty insanely fast and HtH skilled even by OP standards, so that'll be hard.

I'd bet on Lucci on general ability over Naruto's higher physical destructive power.

yeah, lucci wins. even a direct hit rasengan would not do all that much damage, i mean...he took a bunch of canon balls to the back and only got scars from the burns. though, a rasen shuriken would kill him...you can't really get out of that. however, lucci is faster than naruto...well at least it shows off his speed more, naruto doesn't seem to be particularly fast.
