Probably Juggernaut.

Cap beat Spectre so badly, he had to run away and recover.

I'd pick him over Trion Juggs, even if DOV Spectre isn't really the strongest incarnation.

This is a hard one to decide on. I want to say Cap wins because he beat a version of the Spectre, and was hopped up on every magical entity in the DC universe.
