Sakura's average speed post-time skip, and all ninja are superhumanly fast. More speed than he's got.
While he's shown a lot of durability, he tends to be in rough shape after being hit by the super-strong types a few times. And remember she can just gas him, she doesn't have to pound him.
Then you've also got clones (insubstantial kind, which she's used) and such. Knock out the ground under his feat and he won't be able to shoot well either.

Usopp has great damage soak, he can take hits from people that make Sakura look like a child physically. That fatass that was able to hit baseballs so hard they had the force of cannons hit him in the head with that 4 ton bat and he survived, he also survived some attacks from Enel, to name a few.
He's also probably faster in running speed than Sakura, which is important, since running like a sissy is central to his fighting style.

Closeish ranges, places she can walk on the walls or ceiling to get the drop on him...
doesn't matter since Sakura doesn't have a counter for the dreaded Usopp spell...

Yea, but her dodging skills are excellent, she can and has knocked ranged projectiles out of the air with shuriken, she can wall and ceiling walk (got the drop on Sasuke this way), and some of the other ninja tricks are good for defense.

Pre-timeskip Sakura used both insubstantial clones and replacement technique too.
Sakura also likes to use her strength to disrupt the battlefield, knock the ground out from under someone, which'd mess up Usopp's running plan.

A fishman is about 10x as strong as a human. Overall, quite a bit less than Sakura.
I'd say he's faster than Sakura.
Don't forget leaping 30-feet tree to tree is a normal means of transportation for her and she travelled cross country in just a few days that way, and that speed can also be amped by chakra release.
None of the people he's run from have been the super-fast ones. Perona and Chuu and so on, sure, but no one with drastically high speed, he never escaped from CP9 or the like.

iirc in the little garden arc, Usopp ran from one end of an island to the other, in what seemed like seconds, not sure if this was in the manga though...
and Sakura's arsenal pales in comparison to Usopp's even before the skypeia arc and before kabuto...
also taking into account their personality, Usopp is a coward and more of a defensive fighter, Sakura's strength and abilities are basically rendered null if her opponent won't fight her face to face...
Usopp gets crushed if he miraculously decides to engage in melée, which he won't, he'll run the minute the battle starts and from there he gets the advantage with his arsenal and skills...
