any power that could effect every student an teacher/official at the school i would consiter A class. super strength would be B cass, as would super speed and such. anything that easily effects a large city is consitered S class, a country is SS , and a world spanning/effecting power or greater would be SSS... thats how i see it...so.. from what i can tell... the avg lvl of the entire student body is about C class... and the avg lvl of the teachers and gov would be possibly A class...
the world spanning power.. was that with or without assistance? if without, that would be around SS, to SSS class.. if it as a one time thing, or with help, he'd prolly be an S class... the thing is. SSS class powers are effin rare in most cases... if this were the x-men... SSS class would be the fullest unleashed powers of the phoenix.. whereas charles xavier with help from cerebro can also span worldwide powers, hes not really that strong, and gets the A class rank.. whereas apoalypse would be S or SS. (depending on which series you take him from, as his power fluxuates from series to series.)
SSS is something almost mythical.. there can be SSS actions and powers, such as the worldwide protection you discribed. but unless its a power ben can easily hold up for almost any period of time, whilst also expending power elsewhere, is not really SSS status..

id have to say S or SS status.. SSS can do that kind of thing effortlessly.. but im assuming hes quite possibly one of the strongest psionicly attuned humans in this world, huh?
