Storm and Magneto are the only ones that could be considered low to med Herald. Colossus, Namor and Wolverine (due to toughness) are high metas the rest are med to low. Cage is near high but tops out at med meta. This is just my opinion. Wolverine is a special one because of his HF, and tough skeleton. He's too hard to kill to be med meta, but too low in power to be a herald.
