Well the reason why he can't do or have whatever he wants is because he actually can't have what he does want the most which is freedom. He doesn't want to be in the Crimson Cosmos, he doesn't choose to reside there, he was banished there. He created the gem so he would have an avatar of destruction on Earth. Cyttorak wants freedom, he can't have freedom under his own power, he can not walk out of the crimson cosmos. The cops aren't needed because he can't enter that bank in the first place unless there is a bank in the Crimson Cosmos.
