Monarch said he's running out of juice, turning back into a kid. His physical appearance, which is very clearly shown, is still that of an adult. He's still amped, albeit perhaps not as much as when he PIS-pwned Mxy. Added to that was the fact that he was seriously bloodlusted, and I'd say he's a league above even his normal levels.
