HE ability to evolve/devolve is broken ability. Yet he does not seem to be up to par with High Heralds on his own power.
He requires prep, look at the recent Silver Surfer. HE flat out states, that under normal circumstances he would not be able to take down the Surfer. He preped his tech, and accessed Magnetos ability strip Surfer of his powers.

Arguably he just needed prep to get his powers, HE is a very passive agent, he wouldn't attack Surfer without an agenda.
Well, the thing is, Surfer is extremely powerful, he just also happens to be extremely reluctant to cut loose with his abilities, so he allows people he should steamroll, given his abilities, a fighting chance against him due to his unwillingness to simply show no mercy whatsoever.
High Evolutionary is very powerful as well, and has the ability to amp himself up to levels where he can contend with big herald+ guns, but there is no ability that he has at his normal power levels that Surfer couldn't replicate via his matter and energy manipulation powers. HE is at that weird place above herald but not quite transcendent based on his average showings. He's like low transcendent on average, low abstract when amped to full power.
That's exactly how I see it. I also factor in his agenda driven antics. I think the problem is that the character often takes the path of least resistance and that doesn't lend itself well to a vs forum such as this. Booger eaters want to see him smash things and one-shot people, but he has never been written as such.
