It was said Quicksilver could run at the speed of radio waves (which is the speed of light FYI) in Siege recently, so I would give him the edge currently but his classic incarnation obviously stands no chance.

he was written with a new background from keystone universe to fit the DCU universe when the rights were bought and won.

Classic Quicksilver could hit about 700mph.
