Hard to say with White Canary and Constantine Drakon.

Why Cass below Shiva/BT? She's beaten Shiva twice and BT acknowledges her as a superior.

Dragon hasn't really been active in awhile so it's hard to tell how he rates next to modern Shiva and Cass.

The last Suicide Squad had some Bronze Tiger Assassin League light retcons that would effect his character assassination at the hands of Lady Shiva / Batgirl, so I'm not sure his current standing.
