Punisher I'd say.

Cyclops has damage soak feats out the wazzoo.

But Punisher fights super dirty and his fight with Daken showed he'll fight till death.

Cyclops doesn't have the feats to beat Pun. Puns feats are alot better.

As far as I'm aware Punisher's damage soak showings are better.
