Emma... depends. Telepaths have a hard time stopping Storm completely. Her powers don't stop when she no longer focuses, they stop when she wills them to.

Mags has a history of beating Storm because she holds back at the last moment and refuses to kill. Bloodlusted Storm wins IMO.

Iron Man goes down.

War Machine goes down.

Gambit would have trouble with her defenses and flight, goes down.

Wolverine is pinned against a wall by her winds while she kills me.

Most of those people cant do anything to protect someone froms torm's powers. Emma might take her down through mindrape just in time and Magneto can easily negate the effects of her power and would outright stomp her in a direct confrontation. He is the obvious answer.
