Manhatten, though it largely depends on exactly how much he "cares" at the moment of the battle (this isn't a case of CIS, proper, as his implied relative indifference is integral to his character, in effect "the character operating normally"😉. But going all-out, Manhatten, and by a dominating majority. No offense to Hal, but a "non-CIS/PIS" Dr. M takes the day...

Manhattan has clones on the ready.
That can also create clones before they teleport into the battlefield from any location.
As long as A Manhattan is on the battlefield he's still fighting.

A bunch Teleport around GL and particlise him.

I'm just having some fun with the threads today. 😛

Dr. Manhattan has so much implied power but very few feats, let alone combat feats. I've never been able to really reconcile Dr. M. with the CB vs forum. 🙁
