He is. Very.

This isn't even really a contest. Sephiroth is far from being the strongest FF character and Arceus is easily the strongest Pokemon seen so far.

He could literally solo FF7 with no problem whatsoever.

He did. Palkia, Dialga, Giratina, all could solo FF7 effortlessly.

This group has admittedly a harder time soloing than those though.

The Lake Trio easily, mostly because if anything managed to touch Azelf it would become a statue. Hitting Azelf causes it to take away your willpower. So basically you just stand there, possibly fall over, and wait until you suffocate of not having the strength to inhale.

Sounds hardcore. But it's Pokemans.

The Lake Trio is Azelf, Uxie and Mesprit. Arceus created them to give the gifts of Willpower, Knowledge, and Emotion.

I've never seen this ability shown and the Pokedex isn't helpful either.

So if it can, we still don't know how many it can control at once and why Chaos Vincent can't use Toad and then shoot it.
