Storm seems like the natural leader here, though all four led squads of their own. Nice balance of powers, personalities, histories, and motivations.

Emma’s conned the Govt into footing the bill for a new team she can mold in her image, Hellions style.
She’s had a couple of veterans assigned to her to take charge in the field; Strong guy is of course, the team conscience, and Random the team jerk ass. She can easily play them against each other, given their differing personalities.
The rest are youngsters w. varying degrees of experience. In Sleepwalker’s case he’s that non-mutant character that occasionally shows up on an X-team.
Emma will wait a bit before requesting new recruits, so as not to appear too eager.
