There was a power shift, but it was never stated whether Eternity was weakened or not. In fact, in the same story, Eternity was referred to as the embodiment of all creation (omniverse) by Dormammu. See Defenders vol. 3 for reference .
Since that Dormammu/Eternity fight is up for debate we can't use it prove anything.
I mean Odin was tapping into Infinity's power and using it to destroy the universe or something. But since we don't know if a) she was aware of the theft, b) she was aware and she allowed it, c) she was aware and couldn't stop it, we can't use this feat to prove anything either.
But since both have faced off vs Strange we can use that as a gauge. Warlock/Strange/Moondragon/Pip/Gamora/Maxam/Silver Surfer wanted NO PART of Odin.
