I think Marvel think he's pretty much abstract on the power meter.
he's already demonstrated that he can rock infinite numbers of worlds with his punches or deflect dimension destroying blasts with his thunderclaps and that stuff is just from his much much weaker past.

so yes, I do believe Hulk to have no maximum output or anything like that, he'll just carry on getting stronger and stronger and stronger ...
