No, she was not retconned but severely depowered.

Originally in her Thor girl form she fluctuated from right below Gladiator/Thor level to potentially above. And in her full powered form, she was Odin level in terms of potential power.

Same thing with Kara. Evil Kara was wailing on Kal, and Kal even commented she's might be stronger than him.

Evil or not, original Thor Girl would stomp Kara.

And IIRC, the only reason Kara only appeared as powerful as she did because of Superman's constant attitude of holding back which is something Kara lacked.

Like I said, she was depowered. Kara should beat her down currently.
