Loki can. he uses magick to protect himself from death from decapitation a smart thing on his behalf since he has been severely punished by beheading for his shenanigans
that's just ultimate Wolvie, i didnt like it either back than but it was another U so no Biggie.
morph can although he might need to hold on to it as he pulls it off and not necessarily decapitation.
thinking also impossible man

He didn't grow gills he just drew oxygen in through his poors. His skin essentially started breathing in place of his lungs.

Didn't see anyone else mention him but Despero can. He can even heal his body back from just his head.

I don't see any of the aforementioned characters surviving a full on decap save Juggz via magic. At some point these things cease to be "healing" and become more like resurrections.
Edit: This of course brings up the issue of souls and such.

Harry Sikes and Madcap can and have survived decapitation.
