Because it's the same thing. Charlie's attacks emit from within her. The air around her can be hot enough to melt steel, but she will remain untouched by it.

As for Fred, a fire comet handles him just fine.

That's a wild guess. Charlie also clearly had a field/bubble around her, as seen by the bullets bouncing/burning. Her clothes were fine, ergo it's relatively safe inside the bubble. Wraith would only need a second though.

It's not the same thing. DP wasn't filling the air around her with distintergration beems, she was actually disintergrating shit.
