Abel's Crusnik power is at 80%. He has access to all of his powers and abilities.

Alucard is restricted from using shadow manipulation (just 'cause). He can only release Level Zero and no, he can't use any of the above levels. Also, he does not posess the power to manipulate reality which means you Hellsing fans (I'm mostly directing this towards you, FinalAnswer) won't be bringing up any of that "he lives as long he wishes it" BS. Alucard's weapon of choice will be the badass ARMS 13 mm Auto Anti-Freak Pistol (a.k.a. Jackal).

Fight will take place outside, next to Hellsing HQ.

Will Alucard turn Abel into a piece of dog **** or will he be next on the Crusnik's menu?

Very well. I know nothing about the first guy, so I'll need some feats and I csan't find shit on the guy so you'll have to provide them. But he'll need some damn good ones to beat Alucard.

He's able to manipulate lighting, and he can absorbs blood from other vampires, without direct contact.

I don't recall him ever using telekinesis.

And if it is then it's pretty frickin weird how he never used any telekinesis in battle, especially if he's stong enough to TK 4000+ tons of blood.

Vamps just have the ability to 'suck' up blood imo.

He threw several police officers through windows and impaled them on flagpoles, for example.

Alucard generally toys with nearly all of his opponents. The only opponent that he ever truly went serious with was Nail Anderson, and hey, he used TK to basically disintegrate him.

I say abel because alucard would need blood after a while and abel could feed of of his besides that it would just go on forever

You do know that at the end alucard dose not need blood at the end of the series right? And form 0 is his most power full form in less you are talking about the first hellsing Anime witch has nothing to do with the manga at all. And in that case he has no form zero. Wate ignore the end of the series thing I missed the rule on that my bad.
