KoF 98 Rugal was weak.

Kahn makes him think he's fighting his mama then proceeds to whoop his ass.

I think that the mix of martial prowess and sorcery of Shao Kahn may be too much even for Rugal. However that will be a close fight.

Omega Rugal (or worse, God Rugal) would have won.

"Any" Shao Kahn? I don't think you want that.

Rugal against current Shao Kahn would be a close fight but as someone said, Kahn's socery could be too much for Rugal.

Rugal would easily get stomped against the Shao Kahn from the previous timeline.

I wonder what Shao Kahn wouldn't loldecimate Rugal.

Kinda. They sort of toned it down with the new game though.

Rugal's got too many projectiles, and that energy reflector... though i think kahn hits (knee, shoulder tackle, hammer) are stronger and he's got those abilities with sorcery... i'd say kahn... but gameplay-wise, rugal....
