Here is the story

Living Tribunal has turned evil. Too long he has just observed and mediated and acted as caretaker. Other powerful beings join because they feel the same way and others just want to destroy. His plan is to destroy the entire Multiverse.

Phoenix Force wants to stop him and protect all her precious life forms. Other powerful beings join her who also want to protect the universe for their own reasons.

What is to stop Phoenix from re creating everyone who was erased?

She is source of all life in the universe that has ever existed and will ever exist

She can destroy the universe and create it in an instant

Is LT really that far beyond Phoenix Force?

If Scathan is included than he solos. If not then Living Tribunal solos. The rest are fodder.

Protege was only more powerful than a Living Tribunal M-body and the real Living Tribunal ended up absorbing Protege after he lost to Scathan anyways. So no, Scathan is not more powerful than the Living Tribunal.
