Plastic Man could probably eventually win, if he's creative, and depending on the environment.
Turn into a giant fan, contain enough of Sandman inside himself and go swimming... that sort of thing. I don't actually know what would put Sandman down, but, reasonably, any way that Spider-Man uses the environment to win, Plastic Man should be more than equally capable of doing.
