Is Quality Objective or Subjective?

I've been arguing this with my friends and have had countless battles with them about this. Now, is quality objective or subject?

When I say quality, I'm referring to the level of excellence that a property obtains. Is that arguable? I personally think that quality is objective but some disagree.

Thoughts?

The nuclear plant at Chernobyl wasn't a quality reactor according to statistical analysis.

This is not a quality steak according to my taste buds and preferences.
