Y'know what you could certainly argue that Punsiher is better at prep than DS, as long as were not getting combat feats mixed up with prep.
Has DS pit his wits against somebody like Doom (no I'm not arguing hes smarter than Doom before you throw a hissy fit) and survived? Has he gone up against guys like The Hood and Norman Osbourne? Yea Punisher got killed but Remender stated he would have escaped if The Hood hadn't ressurected his family.
Not to mention that theres on panel proof that Punisher is better at this sort of thing than Cap. Is DS tactically superior to Cap? Cap actually does have a lot of covert guerilla experience as well.
Cleary Punisher will lose to DS in h2h but I think Punisher would win in a gunfight. Punisher is better with a gun than DS and if DS can lose to Deadshot, thats another way Punisher could win. Hes not as accurate as Deadshot be he's still better than DS and is faster and tougher than Deadshot.
Worse case scenerio this could be a stalemate because if he thinks he will lose he'll blow himself up taking DS with him.

also 2)before i posted this i didnt know punisher had among other things
pym particles-to me that adds a whole new ball game as im sure his arsenal would include armored choppers and tanks in his pockets!
