Why does time need to be stopped? If time is stopped, Dialga's heart would be stopped.
If Time is still flowing how can she compress it? Figuratively speaking, compressing in this case would involve pushing the two ends of the line together. If the one end is still pushing outwards, can she still do it? And if so, couldn't Dialga just use his powers to speed up time and make it push against Ultimecia harder?

Then I would like to point out that Dialga can send Ultimecia anywhere in Time, making it fairly difficult to do anything with spells.
Dialga also has plenty of moves to inflict the same status ailments and protect himself from them.
Oh, and Dialga may be immune to Poison. Steel types have that going for them.
