Doom is much more practical IMO Luthor tends to get beaten by being an egotistical idiot when it comes to common sense. Doom at least tends to get legitimately beaten by getting outpowered or out thought by someone. Luthor suffers from villain monologue syndrome. Doom suffers from it but he doesn't get distracted enough not to zap you while you try to get back up

Lex just now jacked the power of some wouldbe cosmic being, but that's something Doom's been doing for decades.

In the general sense, I don't see Lex operating in Doom's league, though. Doom would likely crush him.
