Loki lays waste to latveria... Loki tells doom he's coming so I'm guessing Loki has a plan... And when Loki has a plan he ends up creating some misfit crew like the absorbing man or by side effect the wrecking crew..

Loki usually carries the norn stones and has used the destroyer before ...

I'd say if Loki was Hatching a plan to thwart doom... Doom would be hard pressed to stop him.
