This isn't about power, but which team would come up with better plans/tech to take down the other team?

Marvel:
1. Mister Sinister
2. Baron Zemo
3. Norman Osborne
4. Red Skull
5. Doctor Octopus
6. MODOK
7. Mandarin

I'd say DC mainly because of Vandal Savage. He just seems to be a bit above anyone else on either team in the prep department. So with everyone else more or less canceling out, he wins it.

MODOK makes a bunch of Red Hulks and calls Loeb to write them
