That being said, I'd say that Blade probably takes this, but it's hard to tell- since Ozy wasn't exactly the protagonist, we didn't see him in a role that actually showed off any of his limits. All his feats in the movie were accomplished with relative ease, including catching that bullet and beating the Comedian to a pulp (who was supposed to be quite the warrior himself).
Still, lack of feats is lack of feats.

I'm pretty sure he means Blade has a plethora of fight scenes spanning three movies that showcase his excellent martial arts ability, and constantly show him fighting and defeating competent, and superhuman enemies.
Ozy on the other hand has one fight scene against a random goon that's usually taken out of proportion, and a fight with Rorscharch and Nite Owl. That fight was badass, but Blade would probably hand them a similar whooping.
So more fight scenes, against better opponents does mean better in this case.
