Uuummm... they probably were.

Not trying to sound like a fanboy but Goku by the 23 tourn was multitudes more powerful than Roshi and his blasting power was on another level also. There's no telling what Goku was able to accomplish during that era. Hell, Piccolo did threaten to destroy the planet during that fight with his blast.
