The police do that all the time with "bait cars".
Now if the police TELL someone to go steal that money, you might have a case.

So a cop that goes around and talks people into stealing cars it guilty of entrapment. A cop that leaves cars to be stolen is not.

But the person who steals the car is still committing a crime, if you parked you bicycle somewhere and forgot to lock it up and someone took it, it´s theft as well. simple as that.
Mind you If I walked by a car with its roof down and a wad of notes on the passenger seat, I´d be VERY tempted to take it to be honest.
But I wouldn´t force shag some hotel worker who happened to come into my room accidentaly alone when I came out of the shower. Especially if I was a well known person with lots of money and lots of enemies who don´t want me to run against the current French leader in an election.
