The problem is I don't know Mallen and going by his bio he could be everyone "increased strength, durability etc.", as for the question not sure who the strongest was but he stopped a tsunami not long ago like Sam pointed out and he also held a Jet with it which was using the after burner not that long ago. Do you have on panel feats of Mallen? The bio doesn't say much.

That guy was basically Iron Man's Morlun. Tony needed to upgrade to Extremis so he could take him.

Mallen has superhuman attributes (strong enough to significantly damage IM' armor, fast enough to dominate Stark in combat, super fast running, very high level of durability and damage soak), healing factor, Cyber-like claws capable of piercing Tony's armor, fire breath, limited electrical discharges...

I'll get some scans with him fighting Extremis.

He gets raped here, but that just shows how formidable Extremis armor was. Pre-Extremis Tony didn't stand a chance.
