Indeed, the lower levels offer quite a variety of places to search.
There are hangars (not that Rand used, though), a variety of entertainment centers (bars and casinos especially), living quarters (apartments and suites for residents, hotels for guests), and a great deal of restricted areas having to do with gas processing, the city's engines and anti-grav systems, etc.

The first bar is a smaller one, called Cloud Nine. It is very sleek and classy, with many of the patrons being well-dressed citizens. It feels more like a club than a bar.
The entrance leads into a greater room, with booths along the edges and patrons dancing to a DJ in the center of the room.
