I had no idea rabbinical courts had the power to decide what you reincarnate as.

I'm not sure if they do. The man came back as a dog because a judge cursed him but it doesn't say if that was a sentence or just a random curse.

But even then, they obviously believe that the curse worked... meaning that, the rabbi who cursed him was able to decide his reincarnation, as I said.
