I'd thing General Amstrong is the deadliest female in FMA-verse. And without talking about killing, Izumi Curtis is likely most dangerous than these two.

Izumi, Lust (If we count Haemonculi), Olivier Armstrong, yeah, all three>Riza and Lan Fan.

Although Izumi or Lust wouldn't be by any stretch of the word a "fair fight".

I'd say Lust is the "deadliest", in that, she probably killed the most people. Riza is actually the least deadly...
