Hm, Drakon is clearly significantly superhuman, but as Connor showed it is possible to peg him with 'traps,' he relies on his higher speed and by reacting a foe can get in really good hits, and that's something Cassandra is good at... I'd say Drakon for the majority, but Blackbat gets some wins.
The thing is, he isn't even meta. But he has some insane speed feats for a street leveler. Probably one of the best, IMO.

They've never said he's superhuman, but they've also never said he's not, and his feats are blatantly meta. Moving so fast Connor Hawke has trouble tracking him? Catching a dozen arrows from two members of the Arrow family with his fingertips? Taking an explosion and only needing minor bandages as a result?
He's superhuman in abilities whether or not he has the metagene. Heck, Cass is superhuman in abilities, but he's even more-so.

Drakon seems impressive as well but haven't seen anything that puts him above the likes of Cap/Slade. So I peg him about higher peak then Cass.

Daredevil has kept up with a bullet and it was a mid flight bullet. Another time he dodged a sniper bullet while its inches away from his face. And DD has admitted Cap is faster. Cap has even impressed Quicksilver himself to even dodged lazers in zero gravity. No one has done that period.

Not realy since DD dodged a sniper rifle bullet which is much faster then the guns that the agents used. Plus DD so fast he can send back two bullets in mid flight.

*Four* bullets. Meaning she did it three times while the fourth was in flight before even getting into it's way.
Did DD mess around before dodging the sniper bullet?

That just requires getting the billy clubs into his way, not nearly as impressive as moving the whole body between four bullets.
