been a while but i thought shazam fought mordru off then the specter showed up on the scene?

No.

IIRC, Shazam and Mordru fight; Shazam, despite being inside the ROE, Mordru walks out of the battle unscathed (Mordru merely wanted to be freed from the ROE). After being freed, he restores Shazam to full strength and then leaves as Shazam gets ready to face Spectre.
