So are you are only using the original TK/TP/Pyro powers? Because Time-sink is not even close to low-herald.
Come on, dude -- don't be an ass. My questioning of your redraft has nothing to do with my plans, and everything to do with the fact that Legion is over the limit. He has beaten Magneto with TK alone, has TP superior to Xavier, has blown up Muir island with pyrokinesis, and that is not even getting to his other abilities like making copies of himself or his temporal abilities. With his temporal abilities, Legion could curbstomp people like Surfer or Thor, let alone Magneto, who he already overpowered anyway.
1) he attacked a young magneto. legion was in the past attempting to stop magneto (whom wasn't even going by that name yet) from becoming the terrorist he was back when he was a villain. big whoop
2) arguably, so does manchester black
3) nitro could do that
4) beating the likes of surfer or thor is totally subjective, and baseless
Gundam, I hope you don't mind my replying to you via the thread rather than PM, however, I wanted my logic to be available to everyone so that it is fair, etc. The other reason being, I just looked through Legion Quest, and I've read the X-team crossover where Shadow King possesses Legion, but otherwise, I'm less familiar with his powerset and a more public discussion is probably going to be best.
Current Legion is obviously out, however Gundam said he was looking more at the Legion Quest version. So, I compiled what I thought were the most controversial feats from those appearances:

The same can be done through time, however, Legion has only ever brought people with him through time (that I have seen), he has never done a time based BFR, so this may be a limitation on this power.

So, while cool and impressive and all that, these certainly don't show any form of matter/time manipulation that would be above that of a low herald, and certainly no time powers beyond someone like Kang. He would still be subject to the “no unblockable”, “no offensive matter manip/time manip”, “no BFR” and “no time-travel” rules.
A little more of note would be his durability.

So, his regen looks nearly instantaneous, and he can survive having all of the water in his body frozen. Add to that, the entirety of the X-Men couldn't harm him. Now, if they were able to break Legion's concentration, he could be hurt, or they could knock him down, but in a CISless tournament fight, that is hardly taken into account. The unfortunate problem is, Storm and Bishop are hardly an adequate test of this invulnerability. Clearly Legion has some form of advanced durability, but by how much?
The regeneration feat is similarly confusing. Could Legion have regenerated if he had been shot in the head? If his head were removed from his body? For as fast as he recovered from the attack, it is no more impressive a regeneration feat than are some of Deadpool's, which is allowed.
He has some decent matter manip/TK feats, the best being the construction of a large bunker “from thin air”, and the disabling/destruction of all the Israeli aircraft to approach it:

The only part of this that strikes me as problematic is the fact that it is insisted that Legion is far more powerful than Xavier. I don't know of a point where they battled one-another, but lets say that is the truth. Black, Cable, even Comet would all be arguably more powerful than Xavier. From the feats I've seen, which aren't a lot, I don't think there is enough to say Legion is so much above Xavier that it DQs him. For instance, while he may be more powerful than Xavier, he was helpless against Shadow King.
In fact, I see Legion a lot like I see God-Cable. They are supremely powerful characters. How do we know that? Well, the writers go out of their way to have someone mention that in text every page or two. They are both surrounded by huge amounts of hyperbole and “infinite potential” stuff, but the actual, tangible, sort of quantifiable feats don't seem to measure up, imho at least.
And specifically about the Muir Island feat: Legion was possessed by Shadow King at the time, thus, not a usable feat.
Unless I'm missing something major, I'm going to allow Legion, so long as it is from Legion Quest or earlier. Let me know if you guys have any issues with my reasoning here.

I don't have a huge problem with that version of Legion -- I still think he's more powerful than Magneto, but not by enough to make a big deal about it. My main concern was with time sink, chain, and all those other crazy powers he's acquired more recently (even PG suggested that time sink > Zoom in the versus thread).
Ambient -- that is an intriguing draft; after the creativity of your last strategy I'm really curious to see what you do with it.

Charlotte, I'm a little surprised that you put together an all girl team and didn't use Venus - almost all of the male teams would be screwed against her (not mine of course; in the future we have much more sophisticated defenses against love than your primitives do).
I think there could have been a really cool dog team too, consisting of Lockjaw, Krypto, and Cosmo (what kind of irredeemable monster would even try to hurt these loveable champs?). I remain committed to the Masters of Time, however.

Stick to stuff you know, also needed theme to keep and Venus didn't fit in with Amanda and Meggan (Emma was a "need a telepath, badly" and fit the theme so I went with her - also a good luck of having someone familiar in the team instead of "all new, all different, too limited"😉.
Traded Black for Meggan as top heavy hitter cause in fact Black has 5-6 TK feats and all of them are LOLworthy on the scale with Legions and God Cables... TP, on the other hand... but this is sort of covered in my new roster as well.
