Neither. He's just one of a small subset of people who have surprisingly tacky skin. Things to note with human magnets: they objects that stick to them don't become magnetized, the power only works with smooth objects (hence the appearance of magnetism because smooth metal is so common), and they can carry things that aren't magnetic.
There's a Chinese man with the same "powers", turned out he just has super-smooth skin and objects would 'bond' via suction.
