Thrawn's strategic and tactical awesomeness will let him get away with a lot. But Palpatine alone is very intelligent, and would know not to underestimate Thrawn for a second time. Plus the Galactic Empire is like... a lot bigger than Thrawn's. A lot.

Didn't the Empire of the Hand just get folded into the Chiss and Remnant?

I mean, it was said to cover a lot of space, but it ultimately just fell apart without accomplishing much. One gets the impression that it's words were pretty spread out and didn't have much power for all of it's sectors.

It might of gone into the remnet but definetly not chiss.

It's population was largely Chiss and it was near them.

I'm largely going by what Wookiepedia says, so I could be wrong.

In the Hand of Thrawn Duology it said the planets were owned by many differnt spiceis.

Well whatever the case, they didn't seem to have much unity.
