yeah but Shazam suffers from RoE dependences. If this fight takes place with Shazam without the limitation of needing to be near the RoE then team 1 takes it. With limitation Merlin might take out one of the two but not both and Shazam would need to start at peak level and basically unload everything in a single blast to knock one of the two out so merlin can try and wrap up.

team 2 i like shazam but he is at best a average level skyfather and really dont have any decent feats that i can think of.

Shazam is just too dependent on RoE but at full power i'd lay odds on him against just about anyone in the skyfather tier.
