Shocker is one of my favourite Spider-Man villains and I agree, he's seriously under-rated. The first time I ever saw Spider-Man was in a cartoon, "Spider-Man and his Amazing Friends." The episode in question had Shocker as the villain of the week. Since then I've always liked him.

He has cracked safes which is hard to do, created the gauntlets in a freakin Prison, and knew he needed a protection suit which he also created.
It astounds me with that resume of feats persons seriously say he's not underrated, and it's not bad writing with him written as a thug.
Persons believe it's not bad writing that Shocker is shown as a thug after creating the protection suit and gauntlets in a Prison along with 1 of the best safe crackers.
That's like saying it's not bad writing when a bad guy says we can't enter that area because we would be trespassing after seeing a No Trespassing sign after him and others broke and entered a Government building, and succeeded robbing money in a Government Building.
