Who is the fastest out of these peeps?

This includes combat speed and whatever else you would like to use but who has better pure speed fts.

im just gonna go with the lazy answer and say deathstroke ^_^

average or are we going based on top notch feats.

Average.

Average it may seem that Deathstroke, Cassie, or Nightwing is the fastest. Daredevil is close though.

I'd actually go with IF and maybe Wolverine but that's mostly because writers have a tendency to put him in fights far outside what should be his weight class and have him do absurdly well all things considered.

Danny should be faster, considering he beat the crap out of Steel Serpent, someone that was quick enough to dodge Spider Man's punches and react to his attacks. and he not only has bullet dodging scenes, but a few bullet catching scenes. Barehanded, too.
