Mm, I'd disagree with that. Statwise, the SF characters are really high.

Cammy and Chun-li are kicking each other multiple stories in the air, and have such toughness that that big blast at the end that wrecked both cars and the pavement under the cars didn't significantly hurt Cammy (she was hurt and bleeding, but didn't need to go to the hospital or anything). They've all got some superhuman strength and toughness in other words.
And that's the Udon comics version, which is low-medium as to SF versions. Many put the fighters as stronger still (Ryu carrying multi-ton bolders for miles and that kind of thing).

Hard to say, but the Street Fighters are best-in-the-world martial artists so the gap won't be huge in any case.

Nah, you'll just get the same result. SF > non-powered comic martial artists.
Actually the majority of Street Fighter characters are just regular fighters. Batman and the like could do pretty well in that universe. However, there are plenty of Superhuman fighters (Chun-Li being one of them).
Some of the super human characters would still probably lose to Spiderman, but the absolute top-tiers would likely be around Colossus in strength alone. Shin Akuma is even beyond that.

Even the ones that don't as obviously toss chi around still have the enhanced stats, and most of the major characters do have chi or other superhuman bonus (Cammy and Abel, for example, are genetically modified). And it's pretty rare that someone doesn't have at least some chi moves- Fei Long's burning kicks for example.
While there are a few regular fighters in SF, I'd say the majority are superhuman.

Its not that Akuma is physically that strong, he cant lift a 100 ton ship. Its their punching power amped with chi is superhuman.
